Liquitous conducted a citizen‑participation‑based administrative project review in the City of Pekalongan, Republic of Indonesia, and simultaneously launched the Pekalongan‑city version of “Suarga (Liqlid)”.
On October 28, 2025, Liquitous Co., Ltd. (headquartered in Yokohama, Kanagawa Prefecture; President & CEO: Hiroyuki Kurimoto) supported the implementation of a citizen‑participation‑based administrative project review in the City of Pekalongan, Central Java, Republic of Indonesia.
In addition, starting that same day, in collaboration with Willi Toisuta & Associates, an education‑focused consulting firm operating in Indonesia, we launched the online platform “Suarga” for the City of Pekalongan – the Indonesian version of our citizen‑participation consensus‑building platform “Liqlid”.
This initiative is being carried out as part of the “Indonesia Administrative Evaluation Review Dissemination Project” selected under the Ministry of Foreign Affairs of Japan’s ODA “FY2024 (Reiwa 6) Japan‑NGO Partnership Grant‑in‑Aid”.
About Administrative Project Reviews in the Republic of Indonesia
An administrative project review involves citizens randomly selected to evaluate the effectiveness and efficiency of individual government projects. The method was developed in Japan by the nonprofit think‑tank KOSO NIPPON and, since 2002, has been carried out nearly 300 times across more than 120 local governments.
In Indonesia, KOSO NIPPON leads the effort to improve transparency and efficiency of government project implementation. Working with the Indonesian Ministry of Home Affairs, the Domestic Policy Strategy Agency (BSKDN), the Agency for Human Resource Development (BPSDM), the National Development Planning Agency (BAPPENAS) and other relevant ministries, the “Administrative Project Review” (locally called “Program Review”) is conducted in municipalities at all levels, re‑examining each project’s effectiveness and efficiency from a “on‑the‑ground” perspective in a public forum. This activity has been adopted under the FY2024 (Reiwa 6) Japan‑NGO Partnership Grant‑in‑Aid framework.
Yayasan Nusantara Sejati (YNS), KOSO NIPPON’s local project partner, has signed an MoU and reciprocal agreement with the Indonesian Ministry of Home Affairs to advance this project.
Our company is participating in this project under a partnership with KOSO NIPPON.
Overview of the Administrative Project Review in Pekalongan
The review focuses on two programs: “TUNTAS”, which provides comprehensive support for the reintegration of children aged 7‑18 into school, and “SKB (Learning Activity Center)”, a non‑formal education hub open to learners of any age. TUNTAS addresses not only economic barriers but also social and cultural factors, while SKB serves as a venue for children and adults who find it difficult to return to formal schooling to resume learning.
◯ About TUNTAS

◯ About SKB
On the day of the review, the discussion focused on whether the city’s education programs should be continued. Approximately 30 randomly selected citizens participated, engaging in lively debate together with three project evaluators before completing their assessments.

Overview of Pekalongan’s “Suarga”
In parallel with the in‑person administrative project review meetings, the citizen‑participation consensus‑building platform “Suarga” for Pekalongan was officially launched.
“Suarga”—a blend of the Indonesian words “Suara” (voice) and “Warga” (citizen)—is the local version of our citizen‑participation consensus‑building platform “Liqlid”. It is fully compatible with regional servers, the local government domain (kotapekalongan.go.id), and the Bahasa Indonesia language.

Pekalongan residents can access detailed information on the reviewed programs (TUNTAS and SKB)—including background, outcomes, and budgets—through “Suarga” at any time and from any location. The platform’s comment and voting features also allow them to submit improvement proposals and evaluations directly to the local government.
In Indonesia, “Suarga” is provided to Pekalongan by Willi Toisuta & Associates—who have an MoU with us—through YNS, and we supply the technical support.
Message from Hiroyuki Kurimoto, President & CEO of Liquitous Co., Ltd.
We first extend our respect to the staff of Pekalongan City, the personnel of BSKDN, the members of Yayasan Nusantara Sejati, and KOSO NIPPON for the successful conduct of the “Administrative Project Review” (locally “Program Review”) in Pekalongan.
For our company, this is the first time we have launched “Suarga” for an Indonesian local government, enabling not only the deep, face‑to‑face discussions we have held before but also extensive online opinion gathering.
In Indonesia, together with Willi Toisuta & Associates, we will actively promote the use of “Suarga” not only in administrative project reviews but also across a variety of contexts and initiatives.
